Ukraine Took Part in the Meeting of EU Competent Authorities on Veterinary Medicinal Products for the First Time

A Presidential Meeting of the Committee for Veterinary Medicinal Products (CVMP) and the Coordination Group for Mutual Recognition and Decentralised Procedures – Veterinary (CMDv) was held in Warsaw. For the first time, a representative from Ukraine was invited to participate in this high-level international platform.

Ukraine was represented at the event by Yurii Kosenko, Deputy Director of the Institute for International Cooperation and European Scientific Integration.

As part of the CMDv meeting, held under the Polish Presidency of the EU Council, Yurii Kosenko presented the Ukrainian system for the registration and circulation of veterinary medicinal products (VMPs), outlining current challenges and future opportunities in the context of newly adopted legislation. During the discussion, the following topics were addressed:

  • powers and responsibilities of the competent authority;

  • registration of products containing prohibited active substances intended for export;

  • procedures for registering reference products;

  • batch control during import;

  • inspections for compliance with Good Manufacturing Practice (GMP);

  • setting annual fees for market presence of VMPs;

  • the specifics of national legislation in the field of VMPs.

Special attention was given to the following areas:

  • guidance for applicants;

  • regulatory approaches in exceptional circumstances;

  • circulation of generic and hybrid products;

  • support for EU candidate countries;

  • homeopathic veterinary medicines;

  • regulation of borderline products.

The meeting resulted in the following agreements:

  • CMDv will prepare responses to the questions raised by Ukraine;

  • Ukraine will gain access to existing EU training programmes in the field of VMPs;

  • trilateral cooperation will be developed between Ukraine, Poland, and France in the field of veterinary medicinal products.

It was expressed that this first participation of Ukraine may mark the beginning of a long-term and constructive cooperation with the European regulatory community.
