Ukraine Took Part in the Meeting of EU Competent Authorities on Veterinary Medicinal Products for the First Time

A Presidential Meeting of the Committee for Veterinary Medicinal Products (CVMP) and the Coordination Group for Mutual Recognition and Decentralised Procedures – Veterinary (CMDv) was held in Warsaw. For the first time, a representative from Ukraine was invited to participate in this high-level international platform.

Ukraine was represented at the event by Yurii Kosenko, Deputy Director of the Institute for International Cooperation and European Scientific Integration.

As part of the CMDv meeting, held under the Polish Presidency of the EU Council, Yurii Kosenko presented the Ukrainian system for the registration and circulation of veterinary medicinal products (VMPs), outlining current challenges and future opportunities in the context of newly adopted legislation. During the discussion, the following topics were addressed:

  • powers and responsibilities of the competent authority;

  • registration of products containing prohibited active substances intended for export;

  • procedures for registering reference products;

  • batch control during import;

  • inspections for compliance with Good Manufacturing Practice (GMP);

  • setting annual fees for market presence of VMPs;

  • the specifics of national legislation in the field of VMPs.

Special attention was given to the following areas:

  • guidance for applicants;

  • regulatory approaches in exceptional circumstances;

  • circulation of generic and hybrid products;

  • support for EU candidate countries;

  • homeopathic veterinary medicines;

  • regulation of borderline products.

The meeting resulted in the following agreements:

  • CMDv will prepare responses to the questions raised by Ukraine;

  • Ukraine will gain access to existing EU training programmes in the field of VMPs;

  • trilateral cooperation will be developed between Ukraine, Poland, and France in the field of veterinary medicinal products.

It was expressed that this first participation of Ukraine may mark the beginning of a long-term and constructive cooperation with the European regulatory community.

This day entered human history as a symbol of the triumph of justice over barbarism, courage over fear, and humanity over evil.
The victory achieved 80 years ago came at an enormous cost: millions of lives lost, cities reduced to rubble, and countless fates broken. Ukrainian soil witnessed some of the fiercest battles of that war. Eight million Ukrainians gave their lives to help liberate the world from the darkness of fascism.

We bow our heads in deep sorrow. For us, remembrance is not only a tribute to the past — it is a moral compass for the present.

Today, Ukraine once again endures the tragedy of war. Russia’s aggression — its lies and cruelty — remind the world that evil can return, wearing new colors but bearing the same essence.
Just like then, the enemy targets civilians, destroys cities and lives, and seeks to erase our identity.

But, as in 1945, we are not alone. Standing with Ukraine are the nations of the free world — those who understand the true value of freedom and dignity.

We are deeply grateful to our warriors — strong, courageous, and unbreakable. They hold the line. The Ukrainian defender has become a modern embodiment of heroism and honor for the entire civilized world.

We believe the day will come when peace returns to Ukrainian land. And, just as it did 80 years ago, truth and goodness will prevail once more.

Knowledge, Partnership, Trust: Swedish Delegation in Lviv Opens a New Chapter of Cooperation

Swedish Delegation Visits the State Scientific-Research Control Institute of Veterinary Medicinal Products and Feed Additives

The State Scientific-Research Control Institute of Veterinary Medicinal Products and Feed Additives (Lviv, Ukraine) was honored to host a Swedish delegation as part of the international project “Knowledge Exchange: Challenges in the Food Supply Chain from a Sustainability Perspective.”

The delegation included representatives of the County Administrative Board of Dalarna and the Dalarna Competence Center:

  • Mikael Selander – Director of the Department for Sustainable Development;
  • Håkan Mowitz – Head of Rural Development;
  • Sten-Rune Lundin – Senior Advisor on Rural Development and the Agricultural Sector (Representative of the Dalarna Competence Center);
  • Mikael Röcking – Director of the Dalarna Competence Center.

The main purpose of the visit was to establish partnerships with Ukrainian colleagues and explore opportunities for future collaboration in international projects focused on sustainable agriculture and veterinary public health.

The County Administrative Board of Dalarna is a government authority responsible for implementing the decisions of the Swedish Government and Parliament. It coordinates the work of national agencies at the regional level and protects the interests of citizens and society. Its areas of responsibility include rural development, biodiversity, cultural heritage, integration, food safety control, animal welfare, and veterinary issues.

The visiting delegation represented the Dalarna Competence Center, whose mission is to strengthen the food supply chain through knowledge, innovation, and collaboration. The Center serves as a platform for cooperation between public authorities, the Federation of Swedish Farmers, local producers, and research institutions. Its core activities include the organization of courses, seminars, and networking events to promote sustainable solutions in the food sector.

The delegation was warmly welcomed by the Director of the Institute, Professor Volodymyr Stybel. The meeting was also attended by Lyudmyla Honcharenko, Director of the Department of Agro-Industrial Development of the Lviv Regional State Administration; Iryna Mazur, Deputy Director of the Institute for Scientific Affairs; and Yurii Kosenko, Deputy Director of the Institute for International Cooperation. During the visit, the guests were introduced to the Institute’s work, toured its modern laboratories, and learned about the scientific achievements of its research staff.

The State Scientific-Research Control Institute of Veterinary Medicinal Products and Feed Additives, based in Lviv, is a leading Ukrainian institution responsible for the state registration of veterinary medicinal products, biocides, and feed additives. Its core activities include:

  • scientific evaluation of registration dossiers and analytical testing,
  • development and validation of control methods for veterinary products,
  • research on the residues of active substances and their metabolites in edible tissues of food-producing animals,
  • monitoring of antimicrobial resistance.

The Institute is widely recognized in Ukraine as a scientific authority and maintains active cooperation with international organizations such as VICH, WOAH, and others.

This visit marks an important step toward strengthening international collaboration to enhance the sustainability and safety of the agri-food supply chain.
