With the formation of the State Scientific-Research Control Institute of veterinary medicinal products and feed additives in January 1, 1992 was founded the Laboratory expertise and approbation new veterinary medicinal products and feed additives.
With recieving of Ukraine’s independence the main of laboratories activities were the development, introduction and implementation mechanisms of placing to the domestic market authorized veterinary preparations, feed additives and feed.
The first Regulation on the procedure and requirements for registration of veterinary preparations in Ukraine was developed by laboratory co-workers and approved by General Directorate of Veterinary of the Ministry of Agriculture of Ukraine in 1993. This allows start the process of registration of veterinary preparations in Ukraine. At first, it applied only to imported products.
Since 01.07.2001 the Laboratory was renamed as Laboratory of expertise of new preparations. The introduction of unifired requirements for registration documentation led to the streamlining of the market of domestic producers, reducing their number almost three times. Only this manufacturers able to produce effective, qualified and safety veterinary medicinal products remained in the market.
In accordance with international requirements in order to harmonize approaches to the registration, co-workers of the laboratory in collaboration with State Committee on veterinary medicine (SCVM) of Ukraine developed the Regulation on State registration of veterinary medicinal products, feed and feed additives (approved by the Cabinet of Ministers of Ukraine N1349 from 21.11.2007), and Requirements for the registration dossier (approved by SCVM N 133 from 14.08.2008). In nowadays in accordance with these Regulation and Requirement is carried out the registration of veterinary medicinal products, feed additives and prepared feed in Ukraine.
It should be noted that the development of those provisions was made possible through the amendments to the Law of Ukraine “On Veterinary Medicine” in versions 2002 and 2006, proposed by laboratory co-workers.
Scientific workers of the laboratory first started using geographic information systems (GIS) in veterinary medicine to control spreading of the disease and the use of veterinary medicinal products. Since 01.01.2004 the Laboratory, together with two others (Laboratory of instrumental methods of control and Laboratory of high-performance liquid chromatography), were united to the Department of scientific expertise and pharmaceutical analysis.
The foundation of National Agency of veterinary medicinal products and feed additives (NAVPFA) in SCIVP of veterinary medicinal products and feed additives was predicted in 2006 by the amendments to the Law of Ukraine “On Veterinary Medicine”. During 2007 the Regulation concerning NAVPFA was developed for public discussion.
Considering the European countries experience in foundation of National Agencies of Veterinary Products and taking to attention their functional activity, Statevetfitoservice sent to the Ministry of Agriculture of France a letter № 15-9-1-14/4550 (May 30, 2011) to assist in creating NAVPFA and promote collaboration with the Cooperation Centre of veterinary products of World Organization of Animal Health (OIE) – The French Agency for Veterinary Medicinal Products (ANMV).
Within the Coordination Committee VICH in November a working meeting of representatives of SCIVP of veterinary medicinal products and feed additives and ANMV took place.
In 2012 the ANMV leading persons have visited SCIVP of veterinary medicinal products and feed additives. They acquainted with its structure and its ability to found the National Agency of veterinary medicinal products and feed additives, which main activity areas will be scientific examination and registration of veterinary medicinal products and feed additives, pharmacovigilance, analytical control certification in accordance with requirements of GMP, GLP and GCP, inspection activities. The result of this was the signing in 2013 a cooperation agreement and the provision of appropriate assistance.
Since 01.07. 2013 National Agency of veterinary medicinal products and feed additives was founded.
